The difference in one sentence
A template kit primarily supplies page designs and style settings. A theme controls the deeper presentation layer of WordPress and may include templates for navigation, posts, archives, search, and ecommerce.
Choose a template kit when
The site already has a compatible, lightweight theme and your main need is a faster page-design starting point.

- Global styles are understood

Choose a full theme when
You need a more complete visual system and accept the theme’s approach to templates, bundled features, and dependencies.
- The theme architecture fits the project
- Required plugins are acceptable
- Migration cost is understood
